Sheff Wed Confronts Serious Challenges, Declares Independent Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The Championship club's ongoing struggles represent a a "significant problem" and the new football authority is looking to gain the ability to investigate clubs in comparable cases, the newly appointed chairman the official has declared.

In a wide-ranging interview, the regulator, who was appointed on Monday, showed understanding towards supporters of the Owls.

Kogan met with four supporter groups representing the football team in recent days.

The football club have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on five separate occasions, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the great brands for the English game and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases referred to us if they require examination and addressed."

Monetary Issues and Leadership Concerns

Wednesday's embattled owner the current owner suggested earlier this year he would be willing to sell up at Hillsborough, but he has failed to complete a sale with potential new owners.

Missed wage deadlines on time in spring months led to sanctions by the English Football League (EFL) in summer, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Regulator's Perspective

The chairman stated: "Our role exists to serve the Owls followers, other clubs in similar situations where people are committed to a community organization that has been part of their lives in multiple situations.

"I fully appreciate the club's situation, as I do for all the clubs that since 1992 have gone to the wall, or nearly ceased operations, for reasons that have nothing to do with the followers."

Inquired if the regulator could force an proprietor to divest a club if they are judged inappropriate, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we gather the evidence and understand the situation, we will."

But the regulator clarified that compelling proprietors to divest clubs would be considered the final option and the authority would rather to work with them.

"The last thing what we want to do is commence engagement with an specific team, an individual owner, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the proprietor's dealing with," the regulator explained.

"But the truth is, when you look back over the history of the sport, over the past few decades there have been particular chairmen, few in number, but particular people who have shown negligence in the way which they've been managing their organizations and finally decline to assume obligation for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged delegates from multiple organizations to explain the responsibilities of the regulator on Wednesday and stated it constituted a "forward-thinking discussion" with a "high level of engagement" from the lower divisions to the top flight.

"This position carries substantial significance, because if errors are made, if the football community fails, the extraordinary progress that's been made necessary will vanish incredibly quickly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a major achievement - we need to continue the progress.

"There's an enormous amount of money flowing into the game and has been channeled for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to take a really clear view on risk and of course, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of fears of a negative impact on the top-flight's competitiveness, but the chairman responded: "I'm absolutely committed to the achievement and development as an financial organization of the top division.

"I of all people understand the concern of undermining the division as a high-quality offering of the nation. But simultaneously, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, in fact, they have been advising us privately they have a significant confidence."

Political Connections

Kogan is still facing a "thorough examination" by the official appointments authority after he acknowledged providing funds to the Labour Party in 2020.

The chairman donated money to government minister the minister's leadership bid, along with that of the government leader.

"I've been completely open about my past party membership [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am presently disconnected from any type of partisan engagement."
